Go into Setup of the BIOS. Usually you hit F2 or DEL right as the PC is first starting up.

What stays in MSCONFIG and where to find out what a program does?

Some programs will automatically load every time you start Windows. Too many programs can cause your computer to boot up and run sluggishly. To remove the programs that are not essential at boot up, click Start, Run. Type msconfig in the Open: box and click OK. By clicking click on the Startup tab, you will see a bunch of program listings. Most of the time it is difficult to know what needs to stay and what doesn’t.

You can go to this site to find out what a program is used for.

Open the file C:\boot.ini in notepad. Change the order there.

Be careful though, mess it up and you may find your PC won't boot. Back it up before making changes.
