Or are they mostly for showcasing talent until something bigger comes along?

I'm thinking about poetry in this case. Also I am not really talking about self publishing. Just having a publisher accept a poetry chapbook for publication. Do chapbooks sell? I've never really seen a chapbook on sale at a major bookstore.

Considering poetry in any form doesn't sell, no, I don't think a chapbook would sell very well.

You can make money from chapbooks, but not very much. Poetry is very hard to sell and so you won't be able to retire and spend all of your time appearing on Oprah if you put together a chapbook and sell it. You're better off writing a formulaic novel (under a pseudonym) and selling the movie rights to it after a few years of the novel being on the market.

Most authors sell their chapbooks through their own website, or on a friendly website that will feature them. There isn't much money in it. For some beautiful examples, go to this site
