My high schooler loves going to goodwill and thrift town. You can find high end styles and budget prices. I even find American eagle, rave, old navy jeans for 5 bucks, big belts for 1 dollar.
Go to Rave for tights and tee that are really cute and comfortable on the pocket book. E-bay can be fun but sometimes you don't know what you are getting until you have already paid for it.

Try your local Plato's Closet-- they have used brand name clothes at affordable prices. For the type of items you're looking for, you'll have better luck there than at a thrift store. Also, ebay will probably give you great results.
Remember, high school is not about image. And tights under a skirt looks dorky and is a fashion mistake you'll one day regret (talk to anyone who did it in the 80s!) Just remember to be friendly to everyone and you will love high school. College is better, though.

Okay well for the jeans i dont know if you have a store called impressions where you live but i had a problem buying jeans that fit me cuz im a 01, and 3 too.(its a brazilian store really good, but a bit pricey)
Target has great jewerly
I think payless, and charlotte russe and even victoria secret have ballet flats
mostly anywhere sells belts hope that helps good luck

1. Everyone's saying to go to WalMart, but they don't have 0 through 2 (believe me, I'm a 0 also). If you have a Gordmans or a TJMaxx where you live, go there. They have really good clothes for half the price of normal stores (I bought really cute jeans at Gordmans for $15)
2. Go to Claire's or even a cheap thrift store
3. Claire's...they have alot of sales
4. Pay Less
5. Spencer Gifts and/or Hot Topic

i am currently going into high school also. most of the things on your list can be found at platos closet. most of the stuff there is new but if it is not new it looks like it is. they carry hollister, american eagle, abercomie, and like every other brand. check them out if there is one near you.good luck i hope that you find what you need.
