Perhaps a faulty circuit; a bad ground somewhere, an intermittent connection, etc. The problem could be in the alternator-battery circuit or the 'battery light' circuit.

When the battery goes below a certain point, or is discharging, rather than charging, you will get that error light.

The problem could be a battery that has a bad cell, and will not hold a charge, or an alternator that is not properly charging the battery, or potentially both. Both is unlikely. I vote for a bad battery.

Take it to Walmart and get another one.

Or

Open the battery, make sure that all of the cells have enough distilled water. If not, add some (distilled, not tap water). Close it, and put it on a charger overnight.

I have a 2007 Lincoln town car the battery light keeps coming on and the instrument cluster flickers. I changed the alternator and battery but the problem still happening. I changed the pigtail to the alternator and the problem still presists. I did the volt test and the alternator is charging the volt meter reads 15.35 and sometime it goes higher. Any answers or help would be great.

I would first start at the battery cables, check for any wear or corrision.
Use a wire brush to whisk off deposits, then clean the entire battery with a mixture of baking soda and water. Use a clean cloth to pat battery dry before applying a dielectric grease.
Make sure they you tighten the cables snug

Several possible issues, could be...Bad alternator / voltage regulator (voltage reguator is built-in the alternator on this vehicle). Poor connection at battery. Poor connection at alternator. Poor ground connection from engine block to chassis. Loose alternator belt.
More than likely it's a bad alternator or belt is loose...

clean all of your connections to the battery and check and make sure your alternator belt is tight enough. If you want to be sure have your battery tested and if that is OK then have your alternator tested. IF either are going bad that will cause that light to blink.

The VOLTAGE REGULATOR is not charging the battery. Take the whole car to autozone for a free testing on your charging system.

Maybe a weak alternator.  If you have a blown rectifier diode or worn brushes it could do just what you describe.  If it's the original alt you probably need a new one anyway.
