When you run a gas tank to empty, the sediment in the bottom of the tank can get into the fuel filter and cause the problems that you describe. The car is almost eighteen years old and there's probably a lot of sediment in your tank. The best thing to do is get the tank cleaned out by a professional before you replace the fuel filter. At the least replace the fuel filter and vow to never run the tank below a quarter full. Running the tank below half is hard on the fuel pump too; as the gas serves to keep it running cool. Hope this helps.

Heres a quick way to diagnose. if you're not mechanically inclined, get your friend that told you it was the the fuel pump to help you out.

Right off the bat, turn the key to the on position and have your buddy listen under the car. you should be able to hear the fuel pump whirrrr to a start. if you hear nothing, thats a step in the right direction. upgrade to a walbro 255lph if thats the problem, 80 bucks and i swear by them = )

if it turns out your fuel pump is ok, its time to check for a spark. I'm not sure about your regal, but it may have an external coil. if this is the case, this is a piece of cake. pull the plug coming from the coil out of the distributor, have someone hold it to a piece of metal in the engine bay that will ground it out, and try to start the car. if you've got a spark your coil is ok. if you dont, buy a new coil, wire that up and give that a shot.

if you do have a spark, or if you have an internal coil pull a spark plug and do the same thing, to see if that spark is getting distributed.

good luck!

It could be the fuel pump. Our company truck did the same thing, we checked the fuek pressure and it was too low. I think you can rent a fuel pressure gauge at an Autozone and check it yourself or take it in to a shop and hope the mechanic wont lie to you.
