If this is a brand new bottle, you might want to take it back to the store where you purchased it and exchange it for one that will open. Or perhaps the clerk in the store may be able to get it to loosen up. You might be able to get it open with a pair of pliers, but you'd have to be very careful so the bottle doesn't break if you apply too much pressure. You might also try using one of those rubber discs that help to open jar lids. They provide more friction than your hands. Hands perspire and sometimes are oily, so they don't have enough leverage to open the bottle. The rubber discs have opened many a stubborn lid for me.
If it's a bottle that has been used before, some of the polish may have dried near the lid. Try running it under the hot water faucet to see if it will loosen the cap, or take some polish remover on a cotton ball, saturate it well, and run it around the rim of the cap. You might also try the rubber disc. I hope some of these suggestions will work for you.

It sounds like that you have dried nail polish around the closing of the bottle. What you need to do is turn the bottle upside down and place a few drops of polish remover around it let it soak for a few and then try to open the bottle.
Additionally, steaming hot water may help release it, too. Good luck! Polish dem nails!

If hot water isn't doing it for you, then try taking acetone (nail polish remover hee) and saturate a cotton ball with it while twisting around the neck of the nail polish bottle.

Tap the top of the nail polish on the edge of the table (must be wood table). to break loose the dry polish that seal the bottle. Let me know if it works.

Yes.. it happens... Boil some water in a cup.. hold onto the bottom of the nail polish and hold it upside down with the cap in the boiling water.. Hold it there for a while and then open the cap

Use an electric drill to burrow a small hole in the bottom of the bottle, then catch the drip.
