In other words, barring more horse archers, how would an army of the ancient or medieval era counter horse archers. What tactics did they have available, practically and possibly theoretically.

Turtle shell with phalanx. The interlocked shields prevent the arrows from doing any damage and the spears kill the horses and horsemen before they can do direct damage.

Light cavalry would probably have been the best bet, as they'd be the only ones who could run the horse archers down. Longbows would do the trick too, as those could take down a fully armored knight, so would have no problem with lightly armored cavalry.

Another option would be to turtle (see: Roman 'testudo' formation) and wait for them to run out of ammo.

stay out of range until they run ut of arrows.
use a heavy metal shield that will not let the arrows from penetration
overlapping shields at an angle to deflect the arrows
the roman turtle shell formation
shield and spear.
longer range bows from behind a shield wall
