If you can prove that it is hot enough in the facility to make people sick or otherwise put then in danger, you can call OSHA, they will come in and make it happen. Take it from someone who works in the safety industry, I know.

Only if the condition makes the workplace unsafe. If you are unsure that it does, call the OSHA hotline for their advice. If you are not involved with a union, there really isnt much you can do to force an employer to do it. Some companies may contest that the addition to the facility would be a financial burden to company. My suggestion is to sign a petition and present it to the person in charge.

there is no reliable way

you could call OSHA (they have a hotline) and you could make the claim that the temperature makes the workplace unsafe

IF an OSHA inspector came out
and IF the inspector agreed it was actually unsafe

then the employer still has several options, including shutting down (then nobody has a job) or providing more breaks, or whatever

based on the precedent, I don't think you have much chance

but, good luck

(you can, of course, look for a new job)

Call OSHA. I would bet that what he is doing is illegal. When you talk to them ask if they could withhold your name as the complainant. That, at least, would help you protect your job.
