Anyone can join the Red Cross. It is a volunteer run organization except for certain staff. It is a non-profit organization. I think you can decide where you want to go. They may pay certain expenses. I volunteered locally.

Why do you have to go to another country to help the poor, have you ever been to tennessee or the south, try helping your own country first
