Peforated and ruptured are often used interchangeably. Once the hole heals, the ringing (tinnitus) should stop. The buzzing noise is due to sound waves not being able to be properly conducted across the tear.

Perforated is a tear in the eardrum. Ruptured indicates the ear cavity filled with fluid, and then burst from the inside out.

That's a medical issue you need to discuss with a doctor. When you hear the ringing in your ears you should answer it right away because it won't just go to an answering machine.
