First of all, it's a big world. But the biggest problem is that we're not allowed to search it. We can't just go strolling through other countries looking for him.

Odds are the government knows where he is approximately, most likely in the mountains of Western Pakistan, but we can't go in and look for him. We have to use diplomacy to try to get others to help us.
