First off, why do you care if there are gnats in your septic tank? They are not hurting anything. Second why is your septic tank even open? Is it plugged up? Your question is like asking how do i get lemons out of my gas tank. Without more information its hard to know how to answer this. However.. some basic stuff about septic tanks..

1. Do NOT ever ever put chlorine bleach into your septic-tank, you will promptly kill all the bacteria down there that is breaking down all the waste, forcing you to have the whole system pumped out and costing you some nice bucks. (200-300$)
2. Your septic tank should be pumped out every 10 years or so anyway to get rid of the solids that the bacteria cant break down.
3. Try to buy toilets that are high flow water (low flow toilets don't help people with septic tanks, they hurt them. septic tanks need a certain amount of water to be put into the system to make them work well.

How do you know you have gnats in your septic tank? Septic tanks should be buried below ground so they can feed liquid wastes into the drain field. That's several lines of porus pipes laid on a bed of gravel, covered with gravel and then with soil. The liquid from the tank filters into the gravel and seeps into the surrounding soil. If your septic tank isn't buried you have a problem as you're probably violating several health regulations and building codes. If it isn't buried AND has an opening you definately have a major health problem and gnats are probably the least of your problems.

First of all get out of the septic tank. Ok now here is what you need to know. Those bugs are what eats the bacteria, your septic tank needs them to work properly. Put the lid back on and leave it alone!!!

There must be a fresh air supply. They can't live in an atmosphere without oxygen. Find where the fresh air is coming from and the gnats will leave.

You probably can't without killing the bacteria that makes the septic system work. How did they get there is the lid off. If it is that's dangerous.
