I would not think that a permit is required to PLANT a tree, but I could be wrong about your city. In my town, you must have a permit to REMOVE a tree once it gets to a certain size (no matter if it was planted by the squirrels!).

No but I believe some cities "own" the trees in the front yard near the road and you must choose a tree from the list they have of what you can plant. If you don't live in a city requiring that or are in the county plant whatever you want.

No but if you live by the street and there are power lines remember the state owns 25 ft from the center line in your street.So if the trees inter fear with the lines after they are tall enough the tree service will let you no that they are going to trim them.You can plant them anywhere you want though.
