If you are in Calculus then to find the horizontal line find the derivative and set it equal to zero.

The derivative is 2x -3, so 2x - 3 = 0 -> x = 3/2

Since the equation of any horizontal line is y = Constant
The horizontal line you are looking for is y = 3/2

If you are not in calculus find the vertex of the parabola and find the horizontal line running thought that.

The vertex is B/(-2A) or -3/(-2*1) or 3/2

The the answers the same.

Ok tangent to the curve is the derivative, and in this case the derivative must equal zero.

2x - 3 = 0

x = 1.5

the equation of the tangent line is y = 2x -3 I think

Hope this helps

you need to take the derivative of this equation, equal that to 0 to find your point where the tangent line id horizontal to your curve. and the formula for the equation is y=ax+b... good luck

Take the derivative and you get 2/3. You can take it from here. Just graph it.
