It will depend on how wet it got, and also on what crop it is. If it's alfalfa hay, and it got really soaked, there may be no real hope for it. If it only got lightly wet, it may be ok. Grass hay might tolerate getting wet a little better. If you plan to chop the hay, it will need to dry completely before harvesting. If you will be bailing it, it can tolerate a little higher moisture content.

You can try to rake it if you get some warm, sunny weather, but the hay will never be as good of quality as it would have been.

YES, IF IT IS ALFALFA. LET IT DRY BUT NOT SO THAT ITS BAKED AND CRUNCHY. THE LEAVES WILL FALL OFF IF ITS TOO DRY AND ALL YOU WILL HAVE IS STICKS. SAME FOR PRAIRIE HAY.

You have to wait for it to dry, then race out there and bale it up.
