Steve and John Elway are not considered running qbs. They were qbs that could run. A real running qb has never won a sb.

I think the last one, Big Ben, was not afraid to run. Seems he put some yards under his feet while carrying the ball a few times, and took some good hits.

if by running u mean fast then it wud prolly be steve young, but the last quarterback to ALMOST win a superbowl wudd be steve mcnair of the Titans back in 2000.
