You can't make "them" grow. You can do pectoral exercises to help firm up the breast area, and nothing really short of pregnancy will enlarge your breasts, except surgery.
If you're 18 and you can afford it, you can get a breast augmentation, but do consider all risks involved therein and don't rush to it.
Side effects include loss or decreased sensation and worse.
Talk to your doctor, consult a plastic surgeon, and wait. Then make an EDUCATED decision you won't regret. Be sure to include in your thoughts exactly why you are unhappy with your breast size and how having larger breasts will make you happier or not. Consult your mom or close friends too if you want.

well you should use what god and your parents gave you. Victoria Secret has some pretty nice Bra's on the market that can enhance you. little is not necessarily bad. stop reading those phony mags with woman who have big ones.

Start loving your self image first... if that does not work seek Physician and have lots of MONEY to buy big ones

The bigger they are, the more likely they'll sag in the future.
And how old are you? If you're still in your early teens, then you still have time for development.
