I am denied acess/permission when i try to play dvd on my computer.?

I have windows Me and when i try to play my dvd on my computer I am denied permission /or specific file or path,can anyone plase help!

Who owns the computer? Who ever has administrative rights has chosen to block certain things. Parents? Work?

cd room drive is not recognized, restart your computer, if the problem is like that, reinstall your cdrom driver, if there is a problem, your cdrom defected
