It depends on what other elements your are introducing into the scene. If you are looking at simple restraint, something like kidnapper/victim, where the kidnapper ties up the victim with something like scarves, would be nice. If you have handcuffs available, there the cop/felon scene where the cop puts the cuffs on the felon and then reads them their "rights" :-)
If you are introducing some light discipline, such as spanking, the master (or mistress)/slave paradigm would be nice. That could include the harem scene that someone mentioned.
If there's going to be an S/M aspect to it, torturer/victim is a nice avenue. Suddenly I'm getting the image of the torture scene from "Flash Gordon" in my mind. :-)
There are many more possible ideas out there. The best way to select on is to ruminate on what interests you, then plan something around it. It can be on anything. One idea that I had was something like strip chess, that when you get checkmated, your king is captured, and so are you. ;-) The point is be creative.
