In mathematical dimensions, the axes X, Y, & Z are orthogonal to on another. The value of X cannot affect the values of Y & Z and via versa.

So, is the mind a dimension?

If we consider the mind as a domain of thoughts as opposed to the Brain which is the physical entity that enables the thoughts, we can ask, are the physical brain and the thoughts (mind) "orthogonal", that means, are the two entities "independent" or "inter-dependednt".

It is probably not independent, because the brain facilitates the thought and the system is tightly coupled. Therefore the mind is probably not an independent dimension with regards to the physical brain.

However, you can consider the mind and the physical reality of the world, there is a chance that they are independent. Since you could "shut" your mind to the external reality. However, the external reality can still affect your mind physically, for example, an explosion would destroy your mind. So in that regards, the mind is still not completely independent of the physical world.

Unless, even in death, the mind exists, then it is definitely another dimension.

The very existence of mind is in its activity, and so it may not be appropriate to attrtibute a 'dimensional' status to it.
