Who will "own" the land?
Who will I have to pay to secure ownership of a particular piece of land?
And will I then be free to sell my land?

The first one there with a gun owns the land for as far as he can shoot. Just like the OK land rush.

One can hope so. The U.N. Outer Space Treaty forbids private ownership of resources in outer space. Which means that any economic incentives to truely colonize space have been stifled.

IF we colonize the moon or planets -- and I'm talking MASS colonization, not some pitiful "base" run by a handful of military and scientific types -- it will be a result of having ABOLISHED the U.N. treaty, because tax supported government programs simply cannot sustain themselves for such long-term large-scale ventures. Especially when providing for large civilian populations.

So the answer is a resounding YES, if we are able to get that far.

ooooohhhhh! You have touched a nerve there.
Better than that, here is a question... what if we put warheads on the moon? What if we controlled all colonies on the moon and actually created a weapon system made up entirely of large moon rocks and merely calculated the trajectory and sent them crashing into the earths surface? In such little gravity wouldn;t it be posible to put together a mass of dirt the size of a football field and as deep as it it wide, mount some heat shielding on the nose, put a main engine in the rear, attach some manuvering rockets on the side and we could put that baby down anywhere we wanted. Earth's gravity would pull it down and cause more destructiono than a nuclear bomb.
And you could see all of the projectiles sitting in a little row, waiting to be sent. You could see it from most telescopes. We could even pain the country's flag on each one, and the letters of the city underr the flag.
"This one's for Paris unless you sign the free trade agremeent!"
Whew!
We had better be extremely careful about colonizing the moon, because that is such a strategic vantage point for launching weapons. And the earth's gravity is the real weapon.
Woo-hoo! Time to write a novel!

Wow that's a good question. Depends who goes. If say 200 people go and one guy is trying to take control, he could possibly take control and he'll get to make those decisions. But most likely they will be forced into a democracy, i doubt they'd be able to decide on one leader and even if they did, it would be overthrown etc. In my opinion, the best people and the people most suited to colonize on another planet would be all members of the ISS. They in my opinon, could start colonization. After all, they have "colonized" on the space station and get together well. Once they started a colony and got a few places for people to live, and had people decide on laws etc, NASA and other space organizations could start sending more and more people to live with them. The people would have to agree to the laws and rules on this new planet made by the members of the ISS and would probably, and unforunatly, have to be killed if they didn't follow them due to the high risks in space.

There was a treaty signed preventing any person from owning land on any other planetary body and preventing the deployment of weapons in space. On that note I believe once the public starts going to colonize we will be homesteading. Make sure to bring your laser pistol to defend your land.

The land will be owned by everyone until disputes are created between colonists over territory.

What you find first should be yours and you should defend it unless someone or some people that are greater than you decides to get rid of you.

Who will also be in charge of keeping the colonists safe and enforce some kind of law? I guess probably robots.

It'll be survival of the fittest in the beginning until order is created.

Several companies now sell lot on mars. One of the complies claimed much of the surface and actually sold 1500 square miles to N.A.S.A. Look it up on the web.
