No, their phone nunber is 402-935-2050 adn they are in San Jose, CA. Be very leary. There's a huge PayPal scam going on now. They email you and everything looks like the PayPal site and it's not.

Snail mail or email? If it didn't get sent to you online, I wouldn't trust it. If it isn't something you can verify through your account online, I wouldn't trust it.

if you have a concern, go to paypal.com and email them directly.
