Did you mean "centralized decentralization"? If so, then it seems to mean that there is both a centralized government (i.e. the federal government) and a decetralized government (i.e. the local state, county/city)...or it could mean...there is a centralized point or group that is wanting to dispurse the government to a more local/regional point. After they accomplish the goal, they would disband.

I am not sure which it is based on the information you have given (if either at all)
