To me, they are either being less than truthful or are not confident or unsure about what they are saying. They don't want to see your reaction to what they are saying until they have fininshed. It's all about insecurity. In some cases, I suppose concentration could be a factor, such as wanting to choose one's words carefully without the distraction of a visual image.

They are lying or trying to hide something. Especially salesmen or a person who is trying to convince of something that he is not sure of. Real estate agent. ....exception--- Auto salesmen will not close their eyes when they are talking to you. They know what that that indicates, and they want to know your reaction.
