I know those as three different terms.

A hoo-hoo is a laughable fool. (From my college days)

A tut-tut is a chicken's butt (from my mother who also called that a fru-fru)

and a choochie-coo is an affectionate chuckling of a (usually) female's chin, followed by a kiss. (From old songs and movies from when I was going up.)

It's not a "coochie coo". That's what you say to a baby when you are touching his/her chin, as mentioned by the previous answerer.
