MoT rules require: For a vehicle made pre 1/8/78 an exterior mirror or interior mirror. Post 1/8/78 an exterior mirror on the offside plus either/or an interior mirror or an exterior mirror on the nearside. So, assuming your car is later than '78, you do need the offside wing mirror I'm afraid.

Depends on the state. Most states have their vehicle code online these days, so you can search for the answer there.
(Sorry, I'm not going to research 50 states for you. Heck, for all we know you might not even be talking about US regulations!)
(And AnswerBot, some antiques aren't REQUIRED to have seatbelts, but it's still a good idea, and most clubs do NOT deduct points if you have neatly installed belts on your classic.)

No actually. It depends on the vehicle manufacture date. If the car is really an antique it doesn't have to have all sorts of things, like even seat belts, or windshields!
