Well, yes and no. He does drink alot, but often the fact that he drinks alot helps him when he isn't drunk. People assume he is drunk, when he's actually sober (or very near to) and brilliant!
Of course, Depp is doing a Keith Richards impersonation, and Keith always acts drunk, so the real question is "Is Keith Richards actually drunk"............

U have to remember what was said about him in the first film. The bottom line is he's a werido,but if u watch the films closely you will also see that he is very smart.And yes he is drunk alot, but for very short periods of the film.

also whenever he has his canteen, its most likely filled with rum!
he couldnt have been drunk when he was in that long swordfight with will turner and the british man... otherwise he would have been like stabbed because he would have been in a drunken stupor :]
