Depends on if this is a plot synopsis that you will be sending to agents and editors.
If it is, then as long as it needs to be to get across the general plot of the book. It is important to include how it ends. (Don't keep them in suspense. If they like the idea they will want to read it. It is not wise to upset them in any respect of the word)
However it should not be under any circumstances longer than a page (not that it would, but it really shouldn't be). For adult fiction you do a 1 page plot synopsis. So you could get away with less.
If this is just a general synopsis, couple of sentences. And in this situation, don't give away the ending.

1500 words isn't that long of a book. I'd consider that to be a short story, at best.
Synopsis should tell just enough to intrigue the reader, and make them wish to read more. It's not a matter of how many words it should be.
