Yes, old cell phones will dial 9-1-1.
Keep in mind, that the cell phone is still registered to you and emergency personel will know who the phone is registered to.
In the case where you still have the same phone number, but just upgraded to a different phone (with the same carrier) and you call 9-1-1 from your old phone and hang up, they will call you back... on your current phone.

As long as there is battery power to the cell phone you can dial 911 but giving them to a battered womans shelter is a great idea. Ask your cell phone provider as they sometimes will take care of them for you.

I don't know about being able to dial 911 when it's deactivated but when the keys are locked on my phone I can still dial 911.

Yes, as long as the battery is charged. That's why everyone else pays a fee on their monthly bills for 911 charge.
You can also donate them to several other charitable organizations, such as the Salvation Army.

yes you can call 911 if your phone is deactiveated and if its an emergency, like I always used my deactive phone and sang Happy birthday... go ahead and try you just gotta make sure you cellphone battery is charged up or at least has a bit of battery life

Yes you can use them for 911. However you can either donate them or sell them for charity money on EBAY!
