Just stayed in Phoenix a couple weeks ago, The hostel there is a Hostelling International called "the phoenix hostel" - website below)and is a bit of a challenge cause they only book you in during certain hours, but you can go there anbd hang out till you do. It is within walking distance of the library which has free internet. As far as touscon goes, you can go to the "roadrunner hostel" link below.

I don't know what you have in mind as being "cheap," but you can easily find a Motel 6 or something similar for around $50. Since its the summer here, and everyone is dying of heat, hotels are offering great deals.
