Osama bin Laden has never been in the United States. (stop watching Michael Moore movies, you embarass yourself).
In 1993, Clinton was inaugurated and told us "we have no more enemies" because the Cold War is over.
After the 1st World Trade Center bombing, 19 Americans killed at Khobar Towers, hundreds killed at American embassies in Kenya and Tanzania and 17 Americans killed in USS Cole, Clinton didn't do anything.
After USS Cole (October 2000) Clinton said "we are still at peace, not at war". Osama said a month earlier he would bomb American ships.
When Clinton was elected no one heard of Osama bin Laden. By the time Clinton left office, Al Qaeda was our biggest enemy. 8 months after he left, 9/11 occurred.

Clinton, if he were a real man, would have to accept at least part of the blame for 9/11. Terrorists attacked our embassies, bases, warships and, of course, the Twin Towers all during his administration. And he did nothing. He emboldened OBL and Al Qaeda. Maybe worst of all, it was his administration that put up the wall between the FBI and CIA and made it illegal for them to communicate and share information.
Maybe he couldn't have prevented 9/11, but he could've tried.

Farly the Seer - or whoever you are - you have got to be kidding me. Clinton was part of the blame for 9/11? Doesn't anybody get it? Neither bush or Clinton was to blame for 9/11, and I can't stand bush, so that says something. Please read history. The government is friends with the bin Laden family. The government gave them weapons, just like the government gave Saddam weapons against Iran. Hell, we educated bin Laden HERE in the U.S.!!!
As far as the question goes, my answer is this: Just what are you asking because you are making no sense. Read the above paragraph about knowing the bin Laden family.

OBL was our bud and we supported him in Afghanistan when the Russkies occupied the country.
In Gulf War I and after, OBL was unhappy with us being in Saudi and wanted THEM to fight agaist sadaam. The Saudis said no and wanted our help.
That's when he bacame the enemy-- by declaring war on US for having troops in the Saudi-- the religious motherland of muslims.
Clinton gets alot of blame (mostly from conservatives) for not getting OBL. But, lets we forget, he did sign an executive order to kill OBL. There were several chances, Clinton said go get him, but the CIA/Militar/etc. backed off becuase they were concerned about collateral dammage-- including in one case a supposed meet between a prince or other political figure they didn't want to kill for fear of a bigger problem with that country. CLINTON didn't call it off, the guys who were supposed to did.
Now, Clinton NEVER got a presidential briefing that said, Al Qaeda wants to crash planes in the US. Bush DID and didn't do anything about it. Clinton never knew about the 19 bad guys that were her in the states plotting 9/11. People who started connecting the dots got shut down (not bush's issue though)
Dude, go read some history.

Just a small point, a number of people have pointed out that we funded OBL and other fighters against the Soviets. We were actually funding them even before the Soviet Union invaded Afghanistan, to overthrow the govt in AG at that time.

It's Osama's fault; not Clintons and not Bushs. That's like blaming a robbery on the police.

OH LET ME TELL YOU!!
Clinton DID try to kill OBL!! HE ADMITTED it!
He BOMBED Afghanistan, or some place they thought he was during Clinton's administration, BUT DIDN'T KEEP AFTER IT!! THAT LIKE HE SHOULD HAVE!! We MIGHT NEVER had 9-11 if HE had succeeded EARLIER!!
