Nope, as long as you know the right people-I have a couple of friends who modify them so that a base model Honda moped will travel in excess of 40 mph, and are also capable of doing stunts (i.e. wheelies and such). :)

Your mom probably doesn't want you to have one! They are not for impressing people they are for cheap transportation. If that is what you can afford any you like it-then go for it. It beats peddling and is much cheaper than a motorcycle. Where I live license are $8 and you don't have to have insurance on mo-peds.
