If the hole is big enough, punch the sharp end of scissors through the center and cut outward to the perimeter, then around. If it's small, try an exacto knife. Put cardboard or something underneath so you don't cut the surface you're cutting on.

There are circle hole drill bits that fit a standard drill, if the hole is more than an inch in diameter.
If you need a hole less than one inch, then a paddle bit is what you want to ask for in the size you need at the hardware store.

Drill a hole just *inside* of your circle, then get a jigsaw and use an appropriate blade. Insert the blad into the hole and then work your way around the circle.
That should do the trick for you.

What is this circle made from? If it is out of paper then the other answers are good. If it is wood use a jig saw.

you can drill a hole and use a flexible jigsaw. you can also use the rotozip. they sell or rent at home depot. you can cut through marble, wood or anything with it.
