my mom's the same as u. we have a single family house but they have a fence that touches their house and ours so whenever they party we hear it. it keeps us up someitmes it vibrates our beds. there's nothing you can do to make them stop. keep calling the police. if the police have to come out more than once the people get a ticket maybe that will help...good luck!

I had this exact same problem; here's what you do:
Call the police everytime it happens, and everytime you call them, let the management know the police were there. If the management of your building is anything like mine was, they will hate this and will find a way to get rid of your ****** neighbor.
When the cops come always talk to them, always be polite, and always mentions that the neighbor usually turns the "music" back up as soon as they go. Most cops hate it when people play games like this with them and will warn the jerk not to try it. If the same cops do have to come back, they will be a lot harsher. It might be useful to get their names or badge numbers and write them down, but don't be obvious or demanding about it; they wouldn't take that as friendly and you want them on your side.
It's best to start this on a Monday night because it's much harder to get police on weekend nights, let alone get the same cops back again. And of course if the jerk becomes abusive or threatening after you've called the cops on him, then always, Always report that as well!

If asking your neighbor to tone it down doesn't work, then take the matter to the landlord or property manager. If he or she refuses to help, call the police or sheriff's office. If you don't get any response from them, write a letter to the chief of police or sheriff explaining everything that has happened, step by step. If you don't get a response within a few weeks, write a similar letter to the mayor.
Unless your neighbor is the mayor's son or daughter, you should get some relief long before it comes to the mayor.

It's not illegal to make noise up to a certain level (90 or 100 dB in most places around here) unless it's after 11 pm.
Get informed of the laws in your area. Usually, it's legally ok for people to play loud music up to fairly late at night. There's little you or the manager can do.
PS: The decibel level must be measured at your place, not at the point where the noise originates.

Check your lease. You have the right to Peace and quiet. Start looking at the violations your neighbors are guilty of, copy the section of the lease, send it along with a letter to your Apt. Manager. If you have done this more than twice, ask for the Owners. Then start with them. Talk to your neighbors. Do they feel the same way? Sign a petition.

If you can't get the response you want from the manager, go over his head to the owner. Also when your neighbors are at a peaceful moment,(if you're a gospel listener) play your music loud.

OMG do you live in my building?! My neighbors have the DEEP BASS music BLASTING right now! I can barely hear myself think. I feel it. I was going to write a yahoo question about them. UGG!
They are ALWAYS very loud and ghetto/trailer/barrio.
Obviously they are very inconsiderate. Write a letter to the manager expressing that they are disturbing the peace. JERKS!

Ilive in a townhouse apartment. I don't mind loud music when it's played before 11pm. After that, "hello, it's bedtime".
Anyway, my neighbor's pretty cool. But, last night, playing the stereo loud & with the bass thumping thru the walls.
What's up with that? I like music, too, and play it loud sometimes, but I don't pound the bass thru the friggen neighborhood.

Yes, I have had the same problem.
Three different times and three different people.
I called management, over and over and over....
Called the police. ( only good if you have a city ordinance against noise or the people are intimidated by the police)
What worked for me was bigger speakers and earmuffs and Tchaikovsky's 1812 overture.
There are cannons at the end. ;oD
They can't take it.

get bagpipe or organ music. When they start playing their music, crank yours up and walk out of the apartment. I bet after a couple of days of that they will quit.
