I would hope so since most people go in to study or read, or get on the computer.
I would hate to have to leave just for that.

Of course it does, all public buildings have a code of construction to follow such as access for handicap, requirements for ventilation, lighting, things for emergency situations (such as exit routes, fire extinguishers, and LIT EXIT signs), proper plumbing and waste disposal system, and restrooms.
And the last time I checked, a "public" library is a "public" building.
Private buildings have certain codes too but it depends what is its intentional use AND where is it being made. Different cities and states have different rules.
