If you mean a leader who writes his/her name to history, he/she was born a leader. Think about Edison he invented electric bulb after several experiments without giving up, because it was time. If Edison was born today, he wouldn't have been Edison. The previous studies led him to invent electric bulb at that time. All conditions were suitable for that invention, and Edison was the inventor.
If you talk about daily life, anyone can be leader. It's about whether you really want to be leader or not. Your enthusiasm will led you being leader. You can learn to be leader even unconsciously proportional to your will.
If someone really wants something and have enough guts to start, sooner or later he/she can get it.

I was born a leader in my mind, but my body just couldn't get past my tongue or the butterflies in my stomach - so I learned to become a leader under the guidance of a very dear woman who was patient and diligently taught me how to be just who I am and also be in the position of power that I held.
Just because we might be born with an ability, doesn't mean we won't have to learn how to use it!

I think there's a little bit of the nature vs nurture, here... And research says it's about 50/50... (twin-studies)
I think some are born with the personality to be effective leaders. But to be a good leader, one that followers will follow to the gates of hell-- THAT takes practice, study, etc.
Self-knowledge, understanding of human psychology, knowing those you lead, practice in diplomacy... all contribute to being a better leader.
I have been told that I am a natural leader- one of those who's basic personality makes for good leading... I just need a little practice not pissing of the followers (diplomacy)....

either..it can be a gift like being good at anything else or you can learn it through practice.....usually the natural ones are more forceful and charismatic and command more respect.
