If you are in the US, the following applies:
The visa application process is really quite easy. A complete application consists of:
The appropriate application forms (available on-line)
A valid Russian international passport
Application Fee
Any supporting documentation (such as an invitation letter from you stating your relationship to the applicant, and your willingness to bear all financial burdens associated with the applicant while she is in the US)
Your friend simply applies for a US non-immigrant visa (B1/B2) at the nearest US Embassy or US Consulate. See the following link:

Note that unless she can show substantial financial, familial and social ties to Russia, it is unlikely that she will be granted a visa.

I am married to a Russian,and a couple of years ago,my mother in law wanted to visit,so what i had to do was to write a "letter of invitation" basically stating the reason for the visit and also saying that this person would be staying with me and i would be responsible for this person.The mother in law then made an application to the embassy in Moscow for a visa,on the grounds of visiting family,taking letter with her.Application was granted.Obviously a friend is different ,but maybe the guidelines are similar.Hope it helps,and good luck

Your friend would first have to apply for a passport in Russia. If given a passport, your friend would then have to go to the US Embassy or local US Consulate and apply for a visa as a tourist. If the visa is approved, they your friend could schedule a flight to the US.

I have checked the foreign and Commonwealth website and your friend will need a visa to visit the UK from Russia.

Your friend just needs to get a passport, a visa and a ticket. Millions do it everyday, it's not complicated.
But yeah I agree with the other posters, it sounds like you're not giving us the whole story.

Why are you doing the work? Get your friend to apply for a visa (and passport if they need one) from the Russian government.

Be carefull. To get a visa to UK you will have act as guarantor that the person does not dissapear and become an illegal immigrant.
