First, find the amount it decreased by....
1500-1200 = 300
Then find what percent the decrese is of the original price, or what percent 300 is of 1500
(300/1500) * 100% = 20%
So...the percent decrease is 20%
If you meant that the computer goes from 1500 to 12 dollars, then follow the same steps....
1500 - 12 = 1488
(1488/1500) * 100% = 99.2%

You can use a proportion.
1500 - 1200 = 300
This means that it decreased by 300.
300 / 1500 is the decrease. Use x / 100 if you are trying to find percentage, which you are.
300 / 1500 = x / 100
Cross multiply.
1500x = 300(100)
1500x = 30000
x = 20
The decrease is 20%.
