Upon what do you base the precept that other life forms
have more advanced technology than humans ?
I will not argue the possibility or even the probability but
we have not even found life, intelligent or otherwise, anywhere
else in the universe..

Not sure if there are any concrete evidence to back up that claim. However, even if they do have advanced technology, we wouldn't know that until we make contact with each other. Even then, if other life form evolved long enough to develop advanced technology, they too will realize that technological advancement is not the key to survival (environmental crisis, mass consumption of natural resources, warfare..). As a result, they will abandon their quest to develop superior technology and seek ways to enhance their body through mutation. It sounds weird, but that's my theory. I don't think technology is what defines advanced beings, rather, it is the ability to survive. Look at insects, they don't need advanced technology, but they can never be completely wiped out, why?

They have evolved over many, many thousands/millions of years to honor and live by the 11 Universal Laws & 11 Spiritual Laws of the Universe. Knowledge and technology must be balanced with the maturity and responsibility of the life forms. A life form is not only responsible for itself, but more responsible for other life forms. That is why we are not ready for advanced technology. We humans do a great job in destroying life with our war machines and poluting the planet being Earth. If we all live by the Universal and Spiritual laws, we will advance also and join our cosmic family that is waiting for us to join them.

It all boils down to cause and effect.
Our technology has advanced to the point that we have learned: how absolutely isolated we are from all other objects in space, how rare are yellow stars that allow plant-life to photo-synthisize, how rare are planets with an atmosphere containing the right mixture of oxygen...
With our advancements, we realize now how much more advanced we need to become just to explore our own Milkyway galaxy. The logical conclusion is that if we were to have visitors, their technology would have allowed them to travel faster than the speed of light, or to travel inter-dimensionally. And we call that technology more advanced than ours.
Saying that other life forms have more advanced technology than us is like saying that ghosts don't have bodies of flesh and blood.
We assume that an alien life form would have more advanced technology - they would HAVE to in order to visit us, and we assume that ghosts aren't made of flesh and blood - they COULND'T be, in order to be able to walk through walls.
You see? Cause and effect.

Says who? You are making assumptions. There is no proof that monkeys or snails or any other life form has more advanced technology. Maybe unicorns do. I guess it depends upon what you think of as a life form.
Perhaps it makes the story more interesting.

Because they've been around a lot longer. This universe/galaxy is not ours exclusively - the place is teeming with life, some more advanced, some less advanced, some at the bacterial/amoeba stage.

Because they don't use credit cards and bank accounts or a monetary system. There isn't a price tag and they have bigger more efficient crystal balls. Perhaps they first conquered immortality and have a hive mentality for solving problems as well. Because they know the "BIG BOSS" natural sciences are academic to them. With "GOD" all things are possible uno.

Your last question is the reason why other planets have advanced technology and we don't.

There are no other forms of intelligent life that we know of. This idea is pure sci-fi.
