It was originally a Ben Franklin quote. It was recently used by Yves Lavigne in a title for a book about the Hell's Angels. Also, in this book by Judy Clemens.
I was the first to actually answer both parts of your question.

The author of the text is Ben Franklin and I'm not sure what exactly you're looking for as where it appears in writing, but my source list has some websites with the quote on them. Hope this is what you are looking for.

Ben Franklin gave that quote. It probably appears in writing many places, but I know that "Hell's Angels" by Yves LaVigne has that quote.
