If you are asking when the engine might sound like. It could be popping or back firing.
Do a spark plug check, that's going to be a indicator if they could be. All bad signs would be the plug is white, green, or black.
I would pull the exhaust off and see what you can see.
Just like the other person said, Stage III, or run it on a Dyno to see what it's set at.

You let someone who didnt know how to adjust valves, adjust valves. used to be real common on the old Shovel Heads as well, 9,000 miles, new valves. Valves are cheap, labour is expensive on HD. about $500~$600.00 should see you running again (or buy a manual and start learning, its a pushrod motor so there isnt anything too complicated ) Mark where the pushrods go though, they dont like being put back in the wrong places
