Too small, she needs to get fitted for a bra that is her size. Places that sell bras only, may size the individual first.

As my wife would say the baggage is not big enough for the contents or vice versa. Tell her she needs to shop and find the right size for herself unless she needs you to hold her hand not in a perverted way. Some people need a hand to help them/guide them in the right direction.

it means its too big. if it was to small it would probably hurt her breats. but if its big it will keep riding up. she should go get properly fitted for a bra.

the shoulder straps are too short (she probably tries to push 'em up too high), while the main strap is too loose
tell her to use more padding rather then tying them so high
