Honestly? There is very little others can do for you. He can change his user/screen name at will. You can notify your friends of the change, and change your own, but that would be both inconvenient, and an encouragement to him.
The problem with internet stalking is that it's very hard to stop. The advantage is that it's very easy to ignore. Ignore his IMs, block his e-mails. Ignore his invasions the moment you realize it's him.
You need to understand his motivations. He feels in control when he does this... that he can manipulate you at will. What he is looking for is a reaction, just like the one you're exhibiting right now. Don't give him the satisfaction. Whether it's good or bad, all he's looking for is a reaction from you. When he no longer gets it, he'll target another victim because tormenting you isn't "fun" anymore for him.
The best advice? Do what you can personally to ignore him. Pretend he doesn't exist.

I think the best answer is to call your internet company and ask them for advises. The most important thing is that you don't know if he has already Hacked your computer, and install Back Door Trojans or rewrite the program, if he did then you will probably be in big trouble. Even if you blocked him or change your email or reformat your computer, your IP won't change, therefore he can hack your computer again and again ^_^
(talk to your parents only if you are sure that they don't take your computer away lol)

Just block him. If he continues to change names (like over 10 times) and starts saying weird, inappropriate, or threatening messages you can report him to the police. They have a special division for internet crimes. Especially if you are under age.

You can block the person from sending you messages, if you're referring to MSN messenger. Right-click on their name if you have them saved to your friends' list and choose the option "Block".
