why do people have to cover breasts, penises, vaginas, and butts but not other body parts?

Present custom has taught us that those body parts are "dirty" and should never be seen in public. This has not always been the case, though. Throughout history, there have been several periods when showing one or more of those body parts has been in fashion. During the late Medieval period, for instance, women's fashion called for dresses that left one breast (usually the left for some as yet unknown reason) bare and open to everyone. During Shakespeare's time, men wore "codpieces" which emphasised the male genitals, although they were still covered by clothing. So called "dirty" parts are a product of certain times and certain social conventions. They are NOT mandated by God, Satan or anyone or anything else.

If you haven't noticed nowadays, people do not cover all those parts. Most of the people in our society are very disrespectful and wear clothing to portray that.
