The answers given so far may all be wrong! Could the question be in code or the asker dyslexic? Welligtons (sic) is an anagram of towellings. Thus the question might be "why are towellings so called?" Why indeed?

They have become legendary in the UK due to the water shortage.
It was the Duke of Wellington who made the first pare I think.
Why are the called Galoshes (sp) in the US?

Because the Duke of Wellington used to wear them Oh, and galoshes are different - they are little rubber covers with a hard sole that you put over your ordinary shoes to keep them dry in the rain.
