Who pays them? Is a stipend the same as a salary? And is housing always provided for free?

the salary is known as a stipend and it can range a lot. Priests of the catholic church are poorly paid, around $500 per month, compared to Church of Scotland Ministers who earn around $30,000 per year, however most clergy live in a free house (manse) and therefore they do not need the huge pay.

They're paid by the church. I've heard varying numbers. Their income and fringe benefits are not taxed and neither is church property. The church in turn makes most of its money by means of landleases and investments.
