Oh the unfinished basement.

First thing to do is have a yard/garage/rummage sale. Hard to do, but if you haven't seen it in 3 years, it can probably be thrown away or sold. That should help clear out some of the crap.

Second thing is to organize the crap over into one corner or area of your basement. Make that the unfinished storage room. You can segregate that off from the rest of your basement by a screen or a rough wall (depending on how much effort/time/money you want to put into this).

Lastly, you need to finish your basement. Even laying down some inexpensive carpet can really improve things. If the walls are exposed, decide whether you want to have them covered - traditional framing + drywall or one of those "basement finishing systems" (like owens corning sells) - or leave some of it open for the industrial/loft look. Add plentiful lighting - lamps are nice, but track or spot lighting could help eliminate any dark spots or corners and liven the look up.

You can also get creative - instead of framing over your concrete walls, maybe paint something on them or use sidewalk chalk to draw interesting designs.

Get rid of the clutter and crap(find a dumpster!) then choose some really cool paint to color the walls and add a couple of pieces of simple furniture.

Fabric. If you put up curtains, bedding, a wall tapestry, a rug, that will make it seem homey. Also, try burning a pretty candle.
