Because it is a band of strong horizontal winds at high altitudes. They usually shift storms from place to place and determine where the high pressures and low pressures are at the surface of the earth.

I believe it was an Englishman than first called it that.
Why I have no idea. They didn't have jets then.
They had no real idea about them until high altitude bombing in the second world war caused problems.
The Japanese were the first to discover them but really didn't share it with the rest of the world.
Jet streams are are of extreme importance to airliner flights.

Because the air in that stream moves very fast, like a jet.
