when you buy alcohol, buy ciggarettes, when you go to the club, uhmm when the police officer asks...can I please see your ID and registration? oh yeah strip clubs, the casino, to buy porno, uhmm your credit card if you picture isn't already on it. They need to verify you indetification, and if you want to cash your check you need ID. Hotels, At the airport it's always necessary.

When ever it is necessary. For example, I run a wrecker service. When I have an impounded car, I look at a picture ID to make sure the person wanting the car is really the registered owner. If I ran a bar, and a person looked to be under 21 and wanted in, I would check their ID to make sure they were of legal age. Broad question, yes, broad answer. When ever it's needed.

Bars, clubs, buying cigarettes and alcohol at a store, signing for a credit card charge, checking in for a flight, getting pulled over by a cop.....the list goes on and on

when you may not look old enough to drink or buy cigarettes or go to a liqueur store as well as any thing legal banks or postal drivers licenses most legal binding things will call for ID

when buying alcohol, cigarrettes, some drugs, going into casino's, strip clubs, making a purchase in a store with a credit card. I could go on if you want....

In what situation? Buying cigarettes or alcohol? In that case, they are required to by law. If you are looking for something else, you need to be more specific.

In Texas, when you buy liquor, porn or tobacco. Now that I think about it, they ask for ID more frequently than they don't.... go figure.
