The best routes to take are to research the process of starting a business as well as the industry you're interested in.
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.
Associations may be a good avenue to explore as well. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. See the source box for some relevant links.
Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:

Start assisting a current wedding planner and than branch out. You could also work in a related field (photographer, florist, etc.) and learn from them. Perhaps an internship of sorts to get experience than when you're ready bust out on your own.
In your spare time, I would plan "mock" weddings - start with an array of figures (various guests, locations, budgets, etc.) and build out a portfolio. This would help you make contacts within the industry while building knowledge.

I wanted to do this so bad, until a new career choice stepped in my way. Here is what you do... look at the www.acpwc.com website. It is the association for certified and professional wedding consultants. They have week long courses you can take to become certified. They even offer a home study course if you are not able to attend the live course. I believe the owner's name is Ann Nola. I spoke to her several times on the phone. She is very nice!
